Is this scale? Perfectly round black dots...

I have these black dots/spots on my Kaffir Lime, Arbequina Olive, and Trovita Orange. All are indoors for the winter. Can you identify the dots? I scraped all of them off and wiped the undersides of the leaves with a damp sponge. Thanks in advance!

To me, it appears to be what's called "Artillery Fungus". I don't think it is harmful to plants but can be a problem when it gets on cars or house siding. Google Artillery Fungus for more information.
