Fungus or mold on palm plant?

Hi,

I inherited a palm plant, and its fronds have been brown for as long as I've had it. The stems and base of the plant are vibrant green, but the fronds are dry and brown.

I re-potted the plant, and loosened up its root system, thinking that the plant my be strangling itself.

Since then, there has been a whitish, lumpy fungus or mold growing on the back of the stem.

Can anyone tell me why the palm's fronds are continually brown, and what this mold could be, and how to clean it?
