Perhaps aphids? If so, easily squished and/or washed off.

yea there not a threat to the plant i just dont like to sit under it or anything. the bugs looks like spiders or something lol

If those were Aphids, or even Spider Mites, I would expect to see some kind of problem with the leaf with that number of them, even some marking on the upper surface of the leaf. Spraying a "bug killer" more than likely is not justified if there is no apparent harm to the plant and may do more harm to you.
A periodic shower, for the fern, may well be all that is necessary being sure to knock off these whatevers on the underside of the leaves.
Scraping some off onto a sheet of paper and placing that paper in a sealable plastic bag and then taking that to your local University of Hawaii Cooperative Extension Service office may well get you the information you want.

Not a very good picture for identification purposes, that's for sure. If I were to guess, I'd say we're looking at aphids, winged and other-wise.

If you could take a clearer image, we could ID it with some certainty.

Don't forget that ferns are sensitive to chemicals.

jon.barrand, I have been "stretching my brain" (that is because I do not know whether it is 'racking' or 'wracking' my brain) to remember the identification of this insect.
I encountered it once and an Extension Agent identified it. I have never again had to 'use it' and it seems that I have 'lost it'.
If you care to follow this link , it was similar to the third image from the left in rows 3 & 4 but they were skinnier, brown in color and really firmly attached to the underside of the leaves of a 'Burford' holly. Ilex cornuta

It's foolish to argue about the ID of very small fuzzy unidentifiable blobs.

A larger image of the critters is required.
Perhaps a friend can help.
Or perhaps use the macro setting on the camera.

If all else fails, take the fern or an infested leaf, enclosed in a clear container, to either your county's Extension Service office or to a nearby large garden center with knowledgeable staff.
