Slugs attached to the roots?

In November I removed all of last year's plants from my raised beds with the exception of rosemary, oregano and a small parsley which were still alive and well. Today I removed the small parsley before I was going to add some compost to one of the boxes. There were small black slugs attached to the roots of the plant. I did have a horrible problem with snails and slugs last season and had planned on using every option out there when I starting my seedlings this season. My question is do they normally go that deep and continue to feed throughout the winter on roots of leftover plants? I did broadcast some worthless Elementals Slug and Snail killer that I still had from last year but if there is not any vegetation on top, will they still come out for it? Should I get Sluggo and turn it into the dirt and leave it for a couple of weeks before adding more compost? Is there anything to do before I start planting that can reduce the problem before it takes over?
