Plant dying, or can it be saved?

This is what the stem of my Marginata looks like, and it already lost one shoot (it had 3 to begin with, now has two), and in the attached photo, you can see that one more shoot looks like it's dying away. My question is, if I cut it off, will that be enough? or do I have to cut off the healthy one and try to propagate it? Please help this plant is really important to me, thank you.

My mature vision combined with a small picture precludes my offering specific suggestions. I have, however, rooted several dracaena from top cuttings with about a 70% success rate. This post, along with the other, may suggest some cultural change may have occurred over the last couple of months?
