The folks at your county's Extension Service office. Take samples of the critters and the damage, both secured in a clear container.

It looks like a syrphid fly larva to me. If so, it is feeding on aphids and other soft bodied insects. But it certainly could be a very early instar of one of the caterpillars that feed on tomato plants, though not a hornworm.

Visiting the local Extension office is a great idea.

I was thinking the same thing but wasn't able to see sufficient detail to know for certain.

That said, I would like to see images of how the tomato plant is being destroyed.

Too often, folks blame innocent bystanders.

too often people also call those 3 tiny holes.. destruction ... it is not ... and as far as i am concerned.. not enough damage to require action ...

rather.. only observation ...

However, I wish those "3 tiny holes" were the extent of the damage This leaf is actually in very good shape. There are no aphids that I can see and I have not been able to find any other bugs on the plant. I will visit my local extension office where I can find some help and not criticism.. Perhaps I am wrong about these bugs causing the damage, but there is no doubt lots of damage to my tomato plant. I had holes inside some of my small fruit, even after this posting.. I opened one of the fruit and found nothing living inside.

I don't think it is a syrphid fly. I can see a head capsule. The syrphid, since it is a true fly, has larvae that are maggot-like and lack a head capsule. It may be a small caterpillar, likely a plant feeder. Good to keep an eye on and see if it actually causes any harm.

I think you're right, Bob. Infant caterpillars often skeletonize foliage until they graduate to bigger mouthfuls.
