So, I'm positive these aren't fruit flies, and pretty sure they're not fungus gnats, but they're the same size. Bodies are mostly black with whitish stomachs. A bit of fuzziness to them, particularly on their heads. Wings held a bit away from the bodies, similar to fungus gnats, but the bodies aren't curved and thin. They're slow and dumb.

Back story: We're in Upstate NY, where we moved a couple of years ago. OH tried worm composting in the basement this winter, but the basement proved too cold, but it's still been sitting there. We just got a seed starting set-up going (first time) in the same basement area, and we were going to put seeds in today before we saw these flying bugs. Want an ID before we plant.
