Jasmine tree has fungus?

Hello

My jasmine tree has this powdery white sustains on the branches, trees, leaves but I am not sure what it is. Some kind of fungus I believe and it is destroying the plant.

I post some pictures and hopefully someone can help me to identify it, thanks.

is this indoors or out???

ps: why the big stake.. but for sure.. you need to get rid of the twist tie ... before it strangles that branch/trunk ...

Ken, it already looks like the twist tie has cut into the stem, doesn't it?

I agree that the problem is a very bad infestation of an insect.....perhaps woolly scale or mealy bugs. Can't really see a good enough image of the culprit, though I do see that there are some individual critters of some kind.

I'd like to know what this plant is specifically. Outside or inside? It appears to have been infested with these insects for a very long time.
