cordyline problem

I am in airlie beach QLD. I'm having a problem with my cordylines. I have no idea what it is or how to treat them. there is a photo attached to show what it is. it covers all the leaves and new growth and it seems to be spreading. it is easily scraped off with my fingernail.
the cordylines effected are at the back of the building and gets more shade then it does sun and is an always moist sort of area. any ideas?
