What is wrong w/ my sunflower seedlings?

Hi I started a bunch of vegetables and flowers 3 weeks ago using Jiffy 100% Organic soilless seed starter.
Everything has been doing good until a day or two ago, my sunflowers were thriving more than any plant.. but now most are droopy... I'm not sure if it is under-watering or overwatering.. I pulled one out they don't appear to be rootbound..
They were all growing tall towards the light, now they are laying down and wilted.. They are growing under T12 flourescent shop lights and beside a south facing window.
