Something pulling out my onion sets

I've had this problem for a few years and I don't know what it is. They don't pull out all my sets, but sometimes I'll come home and a few will be pulled out. They're usually just pulled out, not eaten or anything. I'm wondering what does this? My dad says birds do this. I live in southeast Pennsylvania

Might be crows, might be raccoons, might be moles or voles, might be skunks, might be opossums, When are these being pulled out? During the day? During the night?

if its right after planting.. squirrels may be interested in the disturbed soil ... wondering what you are hiding from them ..

net them.. until they grow enough roots to not be pulled out.. who cares whats doing it ...

Agree with Ken...squirrels and Chipmunks will sometimes pull a few out of curiosity. I have actually caught crows doing the exact same thing here in NEPA.
