What kind of spider has this eggsac?

We have some rosemary bushes that seem to be taken over by white, "foam-ish" looking eggsacs.
We don't want to kill beneficial spiders, nor do we want to apply some kind of chemical that will affect the honey bees if the spiders are the bad guys.
Our local nursery wasn't of help.
I'll post two different photos in two different posts--I haven't learned how to post multiple pics in one post yet.
