bug ID & how to treat

My roses are covered lots of these bugs. Can anyone identify and tell me how/if to get rid of them?
BTW, there's also an extensive outbreak of aphids. I hit the aphids with strong stream of water & they mostly washed off, but the other bugs didn't budge, even with the tip of my shears!
