Fungus? Mold?

Hi,
I just noticed this white foamy substance growing on some of our plants right where the leaves meet the stem. It's sort of liquid like when you touch it. I attached a picture I'm not sure what kind of plants these are (the previous owners planted them). They sort of look like daisies, but they grow in a bush. The plant looks healthy otherwise.
Any help would be appreciated.
