Any chance of a better image? It's awfully fuzzy and difficult to tell with certainty which insect this might be. Perhaps one of the cottony scale insects, maybe a woolly aphid?

what difference does it make.. wipe them off ..

use a tissue if you dont want bugs smeared on your fingers ...

learning what they are is good... but to be honest... they aint natural ... so i would get rid of them... and never learn the name ...

and that is why i am not a bug .. nor weed naming expert ...

So yall think that it is actually a bug and not mold...interesting. .I thought it was mold so I cut off the branch and threw it out
