Leaves on new seedling turning white

I am growing from seed this year. My seeds sprouted, I transplanted them to cut out, 4 L milk containers that were all washed clean, with fresh soil using a liquid fertilizer - 7 drops x 4 to 4 L of water. They did fine until I put them outdoors to begin hardening them off, they are several inches tall now. It was a bit of a windy day but warm so I put them in a sheltered area. A few days later I noticed the leaves were going white on my red and yellow mini tomatoes, english cucks, celery and sweet william; only the arrugula seems fine.

I am wondering if I am giving them too much fertilizer, too often but this has never been a issue before. I read online that it could be Powdery Mildew and suggested mixing 2 tsp soda to 4 L water and sprinkling it on the soil to control it. I'm thinking I will have to replant everything.
