Is this a Rust fungus?

I have these orange spots all over some of the trees and shrubs in my shelter belt. Is this a fungus or an insect? It's widespread over a few acres so I'm not sure there's much I can do to treat it. They cover the entire trees so I can't cut it out. Anything to do but let it be?
