Unknown eaters

Trying to revive a long-neglected garden with a raised bed, filled with 2 varieties of Euonymous and 2 of Vinca, run wild.

Something is eating the crap out of the Euonymous but not touching the Vinca. It's also eating the English Ivy groundcover nearby, but not as badly as the Euonymous. It chews the edges of the leaves, working in semi-circular chunks until the leaf pretty much gives up. Last year it decimated the plants. This Spring I cleaned and pulled, trying to renew the plant and see if neglect had weakened it; no luck. New growth coming in is showing same chew marks.

I can't find any bugs! Looked top and bottom, used small 30x magnifier, looked day and night. I'd like to put some new plantings in, but not until I figure out what this is and to what it's dangerous.

Any ideas for next steps?
