groundhog mom and baby discover my garden YIKES!

I am actually scared....I live in an apartment complex on the ground floor where I have been blessed to be permitted to garden. Have done so in peace for 12 years, (minus an occasional chipmunk tantrum over a newly installed annual).

Well my garden is 95% perennials and shrubs, 5 percent annuals.
One perennial that is beautiful, but rampant is my campanula takesimana Elizabeth. It is gorgeous but like a weed. Out of nowhere this ground hog ate off the foliage of every single plant in one day! then she crossed to my hillside and devoured what was left there! I say she because I saw her escorting a baby g hog to my garden a day later. That scares me because a new generation is being taught to include my garden beds in their daily routine.
Still, I took this in stride since this campanula grows so quickly that recovery seemed inevitable. BUT this morning, I wake to the horror of my Garden Phlox left as nothing but barren stems! will the phlox recover in time to bloom this summer? WHat will be next? Does gopher spurge euphorbia work with ground hogs? do pinwheels and jingling bells work? ANyone?
What if I planted what they ike close to their home would that keep them away?
