Holes in leaves and tiny black dots

Hello! Please help me identify what is harming my Yellow Bells shrub and Hearts and Flowers ground cover!

There are large holes in the leaves that appear pretty clean-cut. There are also black dots that are very tiny (I originally thought aphids, but I don't think they are), could they be droppings? There are also parts of the plants where the leaves appear to be transparent, like they are about to give way to a hole.

Any help in identifying? And possible ways of getting rid of them?

Is this a pest or disease?

The tiny black dots in the 2nd image are poop from the culprit. Perhaps leafminers.

The holes in your Hearts & Flowers are from a chewer. Caterpillar? Slug? Snail? May need to do night-time inspection w/ a flashlight.
