Weeping Cherry Branches Not Budding

We have 8 year old weeping cherry. noticed not blooming as much as usual. Close examination found mold or lichen on bark, especially in crotch of tree. 40% underneath branches have no buds or leaves. Very concerned. Tried to attach picture but was rejected. Says too large but it's just a picture! How can I send it?
