Fire blight on podocarpus

I planted this Podocarpus about six years ago it has been my pride and joy as it has grown quickly,beautiful foliage, and a great screen.
After a hard frost this winter the tree Appeared to be dead! Last month I was so thrilled to see tiny new leaves. Now the new growth is turning brown as it did this winter. I have scouted through the internet trying to diagnose and heal, and though I think it is fire blight, I don't know whether to take the tree out and start over for the thought is ,"I just don't know!
I need some help!
