What's on my plumeria

I think it might be scale, I'm not sure. I've tried using horticultural oil but it doesn't seem to help. It's been inside its entire life and all of the sudden it got it. Yuck. There's also little itty bitty white flies, not a lot but I noticed them when I noticed the scaly things. Any help is much appreciated.
