Spots on sunflower leaves / bottom leaves die

I am having yellow spots on sunflower plants; leaves at the bottom die for some reason. I had tomatoes and beets at the same place and had similar problem. I fertilized last year and applied anti-fungal treatment but it did not work. Trying to see what else can be done.Thank you.
