A bad spider mite infestation can cause this on many different kinds of plants. If you remove one of the most affected leaves and inspect the inside of those 'bumps' you are likely to find a nice little population.

There is also lots of the tell-tale stippling on the upper side of the affected foliage, another tell-tale sign of spider mites.

Of course, the fact that there are little webs that can be seen quite clearly in at least one of your pictures would indicate the presence of the mites.

I believe I see some other critters on board, perhaps aphids...which can also cause this kind of disfigurement.

I'm afraid that I don't know what kind of plant that is....which would also be a helpful clue.
