Weird brown stuff on my Portulaca & Bougainvillea - ID Please

(Pictures below).

I planted some Portulaca & Bougainvillea in a new bed, and the strangest looking stuff is all over the plants in one side of the bed only. It is actually only on the end of one branch of the Bougainvillea, but it is all over the Portulaca and the other plant that I can't remember the name of (flowering ground cover, looks like a succulent).

I've only lived in New Orleans since September, and I've never seen this stuff before (all of my prior gardening was in Tennessee), and don't know if it's regional or what.

Additional info, if it helps:

The Portulaca was planted two days ago and the Bougainvillea was planted four days ago.

The soil is a mix of what was there and what I added.

What was there: LOTS of sand and some clay.

I added: Peat moss, Black Kow manure, and Sta-Green garden "soil."

If you know what this stuff is, I would really appreciate help with this.
