wash them off .. see if they return.. keep isolated ...

The pale yellow things are aphids. The white stuff is the cast off exoskeletons of those insects, shed every few days as the critter grows.

I can see tiny and larger aphids on the foliage. They do move, but not very much. Of course, the white skins are dead, empty shells.

Aphids are the most benign of the pests you'll meet and pretty easily controlled. I'm guessing that you did not grow your pepper from seed. Many pests are brought into the environment from the garden center/nursery. They can also come inside on us, on our pets, through the screens, through an open door.

You had better put your Mr. Magoo glasses on and inspect all of your plants carefully....the upper and lower surfaces of the leaves and along the stems. Look for more aphids, spider mites, mealy bugs, scale insects, and whitefly just to name the most common of the pests. Use Google to educate yourself as to what they look like and the damage they do.

QIf you don't think that you'll ever be able to tolerate the critters....growing plants might not be for you. There's nothing wrong with that, but we hate seeing perfectly good plants thrown away.
