Viburnum leaf beetles eating my snowball tree :(

Hello,

We have what was a beautiful highbush cranberry (snowball) tree which has been nearly completely devoured by viburnum leaf beetles this year. This year is particularly bad since they have nearly completely stripped all foilage (and we're just in May!)

Unfortunately, due to a pesticide ban in Ontario, Canada, I have limited options when it comes to fighting this pest.

My question - if/when the tree is completely devoid of foilage this year, will the foilage grow back if I treat the beetles? Or will the defoilage kill off the tree altogether?

So upsetting! I pruned the eggs, sprayed insecticidal soap yet to no avail!
