Linaria maroccana - small caterpillar making holes

Hi,
I have a few seedlings of Linaria maroccana (Moroccan toadflax). I noticed that one of them has a few holes in the leaves and there are tiny web threads in different places.
Later I saw another seedling that didn't have holes, but had a small caterpillar(?) on the stem. I suspect this is the culprit.

It's a little hard to see in the photo. Does anyone know what this critter might be? So far I've just seen it affecting the Linaria.

Those few small holes aren't a problem.
Even so search for the culprit(s) because you don't want it/them to continue eating at the seedlings' expense.

Also, the plants are ready to go outdoors into the garden
