Spots on my marigold's leaves, what is it?

I can't seem to figure out what these spots are on my marigolds leaves (bought starters from store). Anyone know what it is? I originally thought pm, but these spots don't rub off. Is it safe to plant these in my vegetable garden, or will it spread? Anything I can do to fix/cure it? Any help is appreciated, thank you :) I'm in zone 5, and have been gradually hardening my seedlings and these marigolds this week (if this helps).
