There is a nutrient deficiency, maybe Phosphorus, maybe a soil pH problem. Was a good reliable soil test done this year?

A recent test wasn't done this year. In the past the soil tested normal, but acidic, which is typical for Ct soil. She added a bunch of lime and manure to the garden in preparation. My broccoli isn't producing heads either and the garden center down the street said she must have put in too much manure, since that is an indication of too much nitrogen in the soil. I am only borrowing garden space from her for my own. She isn't the greatest gardener, as you can tell.
