whats wrong with the leaves

I have been noticing that my plants look like the have bleach spots on them. That's the best way to describe it. The swamp milkweed, zinnias, sunflowers, cilantro, peppers....the milkweeds have damage as well. Ill post a few pics.forgive me if I post to many.

I do notice when I am checking the plants I see dirt in plces their shouldnt be dirt.this is the tropical milkweed

Last one. Can slugs climb this high? I have everything in containers and this is my first year ever doing this. So im clueless. I started this to attract butterflies (my son and friends begged me) so here I am with tons of questions.
