What insect is this? It is everywhere

I first noticed this on my new citrus tree, but now I'm seeing it all over my garden. What is it and how do I get rid of it?

Thanks!

Looks like some type of midge.

That's exactly what I would guess, too, hortster. I'd also guess that it is one of the non-biting species.

Any special reason why you want to get rid of them, Renee? Midges don't harm plants.

OMG the natural environment is intruding on the garden! Kill it!

Sorry, couldn't help myself. :-D

If they don't harm the plants, then I don't mind them. I noticed that they were on everything I've planted outside and immediately tried to see if I could find them online. Amazing how many other bugs fit my same description for these things :)

Thanks for the help everyone!
