Need help- ID bug

I found the leaves of my coneflower had alot of holes in them. I noticed this tiny bug on the leaves. What is it?

Looks like some sort of flower beetle, its similar (but not exact) to a black longhorn flower beetle, and a tumbling flower beetle. Does it go to the flowers to eat pollen? If it is a flower beetle, it usually will just be after the pollen and is not considered a pest. The beetles that will eat holes in coneflower leaves are usually Japanese beetles, which are one of the main pests of coneflowers. That is certainly not one of those, so its most likely harmless, if not beneficial, depending what is is exactly. Hopefully someone else might be able to help further, but to me it resembles a flower beetle.

We haven't seen the Japanese Beetles yet so I'm not sure they would be the cause. The coneflowers are not open yet so they are not feeding on the pollen.
