That's a perfect picture of the damage from the Raspberry Cane Borer. The adult beetle lays her egg in the stem in between those two girdling rows. If you look, you'll see it.

To control, you MUST get out your clean, sharp hand pruners and remove that stem to the next outward growing stem. If you don't, the egg will hatch and the larva (the borer) will drill its way all the way down the cane.

After pruning the affected cane tips, they must be burned if allowed in your area or disposed of permanently. Don't leave the clipping on the curb for pickup.
