Tent caterpillars - western WA is having a major infestation. They prefer plants in the rose family (which is much of what you describe) but I have had reports of them consuming a wide range of plant material - evergreen shrubs and turf grass included.

Bacillus thuringiensis (Bt) is the standard control but only effective for a limited period in the life cycle. Once the cats have left the nest/tent completely, they are almost ready to start cocooning and then insecticides are not very effective.

Picking them off as you see them and dunking them into a bucket of soapy water is the easiest plan. To be honest, they do very little lasting damage although they can set back young trees if they defoliate.

FWIW, they are an annual occurrence here, some years much worse than others (like this one) but I get questions about them at work every single year.
