large bugs swarming my garden

These large bugs are suddenly appearing in droves in my garden particularly on my cucumber plants but are scattered about everywhere. They behave like flies in that when I approach they fly everywhere then rapidly settle back down onto the plants. They are about an inch long and when you first see them they sorta look like a beetle type bug with an orange underbody or whatnot. They were not easy to photograph so pardon the quality of the pic. I can't figure out what they are. Are these friend or foe? They look pretty nasty up close. Hopefully someone might recognize it in spite of the photo.

Predatory wasp of some sort. Note the antennae positioned straight out.
