what's this orange, black, and white bug?

Can anyone help me identify this little orange, black, and white bug? It's about the size of a ladybug, and I think its been eating away at my kale and cabbage seedlings. (The swiss chard and tomatoes are untouched.)

My apologies for the blurriness of the photo... it was tricky to get a good shot at such close range.

The youngster of a harlequin bug. Flick into soapy water.
