Something is killing my Manhattan Shrubs

I just noticed something had attacked the Manhattan shrubs along our sidewalk. I can't even tell if these are tiny bugs or just a disease. Help! Any advice would be greatly appreciated.

I always say, "If it's euonymous (Euonymous kiautschovicus 'Manhattan'), the problem is scale." And yours is covered with it. Scale insects are THE primary pest of this plant; Manhattan may even be considered especially susceptible.

Ohhhhhh...they are not shrubs in the borough of Manhattan! Sheesh. Yes, the default is always scale.
