If it is rust, the backs of the leaves should have dark spots which correspond to the yellow dots on the top surface.

If it is rust:
- Stop any overhead irrigation. Or, at the very least, water early enough in the day that the leaves dry long before nightfall.
- Remove and destroy any infected leaves.
- Place the plant in a bright, airy site.
- Hollyhock rust won't spread to vinca.

That looks like stippling from spider mites.

I never did see the dark spots on the underside of my hollyhocks or the vinca, so I think it is from spider mites. I'm glad it's not rust, but I'll be sure to do what I can so the hollyhocks don't get rust. I'll get to working on removing the spider mites & saving my plants today. Thanks again for the help!
