Bacterial Spot or Neem Burn?

Can I possibly have bacterial spot already? These are pretty young and I've been neem-oil spraying them...If it is, might it spread to my tomatoes in the containers next door?
OR, as I hope, do you think this came from the Neem spraying and them "burning" in the sun?
