Insect boring into my eggplant

There is an sort of insect boring into my eggplant. The plants are well established, about 18 inches high. Both have fruit developing. However with both plants, the fruit gets bored into as soon is it begins developing--one was eaten clear through and another has about a 1/2 inch hole. The leaves are chewed slightly but nothing significant. On the underside of 3 or 4 of the leaves it looks like an insect has laid eggs--their white with cotton-like fibers surrounding them. I've applied some bonide garden dust on the leaves which was suggested by the nursery near me. Someone told me it might be the colorado potato beetle but im not sure if that is the insect living under the leaf.
