Darn Rabbits!

I have two black eyed susan plants that are only two years old. I don't have much of a green thumb but they have really thrived. They usually bloom late July until late Sept. here in Michigan.

Anyhow, we have a ton of rabbits running around and now all I have left is nubs on the plant. They haven't even bloomed yet, but are just stubs cause somethings been eating them.

I highly suspect the rabbits. What can I do short of fencing the plants??? and would that even work???
