i would call it a natural color variation ....

in hosta we call it a glaucous coating.. actually a surface wax that makes an otherwise green plant look blue ..

one might suggest ... that it is too uniform to be a disease process ... which would be more variable across the plant... and most likely... not limited to one single plant ...

and perhaps.. seed got mixed... i claim no ID powers... but it remind me of a cabbage .. which can have blue tendencies ... see link ..

i would put my money on natural genetic variation ....

Chanamiata, it's called a ' bloom'. Many plant have a glaucous bloom, sometimes on the leaves, sometimes on the fruit (apples, plums, grapes, for example). Many plants within the Brassicaceae family have this waxy bloom. Just look in the produce section of the grocery store!

Ken, those are broccoli plants....which are very closely related to cabbage.
