HELP! What is this?

Hi! I am not sure what's going on here. There is a silvery, almost waxy/powdery sheen growing on the leaves of all my broccoli and one of my collards. It does not look anything like powdery OR downy mildew; here are two pictures. It is perfectly uniform over the leaves, top and bottom- no spots or blotches. If I touch the leaf, it actually leaves a fingerprint. In the picture, it really isn't the sun making it look lighter- that's just how it looks in comparison to the one next to it. They are the same type of collard, planted at the same time. Not sure if this is something wrong or something they just do, because this is my first year growing a garden. Googling what I see only returns powdery/downy mildew, but that's just not what it looks like. Please help!
