Yes, I believe that your issue is with the soil, possibly a nutrient deficiency. Are you in unamended native soil? Is that surface mulch? Do you fertilize? How much sun are the plants getting? More pics would help. (In photobucket cut and paste the top link.)

It's a well established garden that I that add home made compost, and bagged dehydrated cow manure to each year. I mulch with grass clippings and or oak leaves. I generally don't add fertilizer to peppers as I've read they only need a small amount. I sprinkled used coffee grounds around the base of each plant. It gets plenty of sun up to 7 hours and more early in the season when we have longer days. Last year I had soil test and it seemed pretty good but admittedly it was difficult to understand. Here is what I found from it but cannot find the full report. I'll try and get more pics, thanks for your feedback.

Does anyone know if the list is good/bad or otherwise i.e do I need to do something about the readings that are very high or low. thanks.

I don't see any problem, but then my soil chemistry degree was from an online university. You might try posting the assay in the Soils forum.
