Potato plants being clipped underground

I have a small garden and something is clipping off my potato plants about 3" underground. When I dig down, I never find a tunnel. I suspect chipmunks because I do see them scampering about running in and out of their holes and such. I've read all the posts about controlling chipmunks and hope I don't have to resort to the more drastic measures suggested. Any ideas are much appreciated.

How would a chipmunk bite it off 3" underground with no tunnel? If it had a mind to do that, it would dig down from above and you'd see that. You may need to dig a big scoop of soil and sift it to see what is in there. Perhaps some sort of grub.
