Big Bees around Abelias?

I have these "Big" bees, which resemble large wasps around my abelias. They seem to be burrowing at the bottom of these plants as well. I believe that I came across their identity once and found them not to be dangerous? Can someone help with the identity?

My abelia has lots of bumble bees and honey bees foraging on it currently.

Thanks. That is exactly what we have. Cicada killing wasps.

Cicada Killers are pretty benign when it comes to wasps. The males are very territorial but totally harmless. Females can pack a powerful sting but rarely do so....unkess you accidentally step on one like I did!
