Gardenia leaves being eaten

Something is eating my gardenia's leaves. They seem to be targeting the smaller plants (I have a row of large bushes) which are planted outdoors. I don't see any bugs on them and there doesn't appear to be residue, just lots of eaten leaves. Any ideas?

I would keep an eye on this to see if I could identify what is doing that which might be a cutter bee or some other beneficial that you would really not want to harm.

Cut Bees cut circles to use to close of their egg cases, usually in the early summer. This does not look like a Cut Bee's work.
