what kind of insect is this, and how to treat and prevent?

I have this 3/8 to 1/2" small whitish butterfly-like insect all over the places. They attacked the weeping cherry the most. Deer ate the leaves first, and then the white butterfIies have taken the advantage of the sap from the chewed wounds.

They first appeared last summer. Only a few on an weigela. This summer, they are everywhere.
