I'm seeing this on the underside of my new JalapeÃ¯Â¿Â½o plant grown from seed. Is this normal or should I act?

Those are lacewing eggs. They are a good thing :-))

Since you're not familiar with these eggs (aren't they cool?), you should Google lacewing adults and larvae so that you can ID them when you see them. The larvae are very beneficial.
